Re: Gedhun Choekyi Nyima, the 11th Panchen Lama: Disappeared for 20 years on 17 May 2015

Dear Mr. Ariel Dulitzky, Chair-Rapporteur of Working Group on Enforced or Involuntary Disappearances

This letter marks the 20th anniversary of the disappearance of Gedhun Choekyi Nyima, the 11th Panchen Lama of Tibet, on May 17, 1995.  At the time of his disappearance, Gendun Choekyi Nyima was just six years old. Neither he nor his family has been seen or heard from since. Often referred to as the moon to the Dalai Lama’s sun, the Panchen Lama is second most important religious leader within Tibetan Buddhism.

The Government of China has admitted on numerous occasions that it is holding Gedhun Choekyi Nyima. His continued detention was acknowledged by the Working Group in 2012 in a statement which stated the following: “…concerning Gedhun Choekyi Nyima known as the 11th Panchen Lama. He disappeared in 1995 when he was six years old. While the Chinese authorities have admitted taking him, they have continually refused to divulge any information about him or his whereabouts, making his case an enforced disappearance.”

Since 1995, several governments have requested permission to visit with the Panchen Lama in order to verify his safety and well-being. These requests have been denied by Chinese authorities.  Similarly efforts by a number of human rights mechanisms including the UN Committee Against Torture, the UN Committee on the Rights of the Child, as well as Special Rapporteur on Freedom of Religion or Belief, have been unsuccessful.

As we commemorate the 20th anniversary Gedhun Choekyi Nyima’s disappearance, we urge the Working Group to renew its efforts on his behalf.  In particular we ask that the Working Group seek permission from Chinese authorities for a UN delegation to visit Gedhun Choekyi Nyima to confirm his health and safety, and that it continue to urge his immediate release.
